The first disc is a Japan pressing. The second is a US pressing by BMG.
I have never seen a spectrum graph as whacked as the BMG’s is shown, so I graphed each track to make sure I was seeing things correctly. Indeed, someone was very much off their rocker when they mastered this cd. Even if the source tape was garbage, which I assume it was, they didn’t compensate for the frequency dropout at all.
